About Us

XCEL Engineering, Inc. (XCEL), an award-winning small business located in Oak Ridge, Tennessee, provides trusted information technology, engineering, consulting and project management solutions and services to federal agencies and organizations. Originally founded in 1971 by professional engineers at the University of Tennessee, XCEL became a MartinFed company in 2023.

XCEL’s information technology solutions and services include:

Application development, high performance computing support, systems integration and interoperability, systems administration, network infrastructure, cyber security, and mobile application development. Our experience also includes engineering solutions and services such as, regulatory compliance, air quality, environmental assessment and remediation, engineering design and analysis, ES&H programs and management systems, civil engineering and LEED design, and construction management.

Nuclear Nonprofileration

XCEL’s Nuclear Nonproliferation subject matter experts have a long history of supporting the U.S. Department of Energy through the National Nuclear Security Administration’s Global Material Security program.

Environmental Testing

XCEL’s highly trained professionals have a proven track record of supporting federal agencies with critical environmental compliance issues, including wetland survey and delineation services, as well as development permitting and analysis.  

Air Quality Monitoring

XCEL team members have decades of experience providing technical expertise to federal agencies in matters of environmental compliance, pollution prevention, and other issues related to maintenance of air quality.

Our Work

XCEL is a proud member of IT Lab Partners, LLC (ITLP), a Service-Disabled Veteran Owned Small Business (SDVOSB) joint venture with Information Technology Resources, Inc. and Cadre5, LLC. Collectively, these companies have provided highly technical solutions to federal customers for more than five decades. The partner companies have significant experience supporting the U.S. Department of Energy and other federal agencies with various professional services such as advanced IT, engineering, and software development.

Since 2021, ITLP has successfully managed the Information Technology Basic Ordering Agreement (BOA) at the Oak Ridge National Laboratory, the U.S. Department of Energy’s largest science and energy laboratory.
